Claire A. Manning, "of counsel" to Brown Hay & Stephens, LLP in Springfield, Illinois, brings to the Illinois Equal Justice Foundation the benefit of many years of experience serving at the helm of state boards and commissions. As an appointee of Governor James Edgar, Manning served as the Chair of the Illinois Pollution Control Board from 1993 - 2002. That Board is responsible for the promulgation of all state environmental regulations and adjudication pursuant to the Illinois Environment Protection Act. Prior to her service on that Board, Manning served as a member of the Illinois Labor Relations Board during the first eight years of its existence, having been appointed as one of its first members by Governor James Thompson in 1984.
Ms. Manning's commitment to developing the professionalism of the practice of law is evident from her service to the bar. As an appointee of the Illinois Supreme Court, she serves as a Hearings Panel Member for the Illinois Attorney Registration and Disciplinary Commission. She is very active in the Illinois State Bar Association, having served as Chairs of the Administrative Law Section Council and the Standing Committee on Women and the Law. Currently, she is a member of the Environmental Law Section Council. She was one of the founding members of the Central Illinois Women's Bar Association and the Government Bar Association.
Ms. Manning has also served as a Visiting Professor at the University of Illinois in Champaign-Urbana and as an arbitrator in the states of Iowa, Wisconsin and Indiana. She is a frequent speaker and lecturer on a variety of specialized legal topics. Recently, she was a moderator at the Conference on Judicial Independence and the Illinois Court System at Loyola University School of Law, sponsored by the ISBA and the Sandra Day O'Connor Project on the State of the Judiciary.
In April of 2007, Ms. Manning was inducted into the Illinois Academy of Laureates. The Academy honors lawyers who have established and maintained the highest principles of the profession as demonstrated by their pervasive record of service to the law and the public.
Manning received her Juris Doctor degree from Loyola University in 1979 and was graduated magna cum laude from Bradley University in 1976.
